SOLVED. YA Fantasy book with group of teens given powers by their orphan mother. [s]

I read this book about 4 or 5 years ago. The group had about five or six teens with powers that were given to them. One girl could read minds and used this to cheat in school. Another girl was insanely beautiful. One girl could stop time and used this to learn language. And a boy was thought to have turrets, but it was really him going back in time. But every time they use their powers it has a negative affect on their minds and bodies. I do know the cover had six teens on the front in dress clothes on a staircase.
