SOLVED. Dystonian Steampunk novel centered around a bald girl [s]

First of all, I distinctly remember reading the book around 2012. The book was based in the far future, in a sort of dystopia. The book was about a bald girl who was raised by scientists who lived in the head of a fallen statue trying to find out where she came from and who her parents were. It was also very steampunks, and near the end of the book, she, her friend, and her friend's dying father fled from a burning city.

One of the main plot points I remember is the main character and her friend stumbling across a ruined manor in a bog where the main character discovers she is part of a race of people with patterned spots on their bodies.
