I'm looking for a picture book I read in the mid to late nineties, possibly published a few years before that. I don't remember much about the plot, except that it was about an old woman who lived on top of a mountain and I'm pretty sure she could talk to the wind or something else in nature. She had long hair and may have been African American. I seem to recall one spread where she was sitting on a swing that looked out over a valley. The art style was very flowing and sweeping and watercolor-y, with a lot of greens and purples.

I don't think so. I'm fairly sure it was an old woman; her hair might have been white. And now that I think about it, I'd say the art was actually more like pastels/crayons than watercolor. My mom thinks that it might have been a Cynthia Rylant book, but I've looked through the previews I can on Amazon and nothing rings a bell (but maybe this would for someone else).
I also immediately thought of Cynthia Rylant when I read this, but I don't know her work enough to say what it might be.
