I'm not seeing a problem with leaving the Persian character names in addition to the English ones. But unless the series has different numbering in English, you are correct here:

There is no official numbering, just publication order. Considering the development of the main characters, keeping the numbering makes sense.
And I'm assuming the English editions also aren't broken into a different number of books? (Which would be a reason for a separate series even with no numbering.)

No, just integral translations.
The last two Dutch books have not been translated in English, at least not according to Worldcat.
