This is probably the short story "Smart Ice-Cream" by Paul Jennings. It appears in a few of his collections such as:

Unreal! (Uncollected) by Paul Jennings Unreal! (1985) by Paul Jennings.

Was the cover dark blue-purple or yellow (the latter is a larger, more recent collection - Unreal: The Ultimate Collection (2015))?
