I'm looking for shifter romances were the heroine is a shifter who has gone off to live with wolves.

Doesn't fit your requirements perfectly but Vicki Lewis Thompson werewolf books are good. A Werewolf in Manhattan
Bear Necessities has that idea to a certain extent. Only it's set AFTER the h returns to civilization from living "wild" for I think it was 5 or 6 years.
BTW--this is part of a larger series, but I think it can be read as a stand alone. If you are interested, the larger series is called The Halle Pumas. The Wallflowers: A Hunting Love Story, Halle Puma Series Book 1. is the first story in the series. The first 5 or so stories are actually just short stories, and you can get them in 2 compilations and save yourself some money. This one is a full length novel, and the ones that follow it are also full length novels.

The Mercy Thompson series by Patricia Briggs. Mercy is a coyote and lives next door to a werewolf pack.
And while we are talking about Mercy--we need to add the Alpha and Omega series to the list, since there is some over-lap between the 2 series. Some of the same characters in both, and events in one series will impact the other series.

I think that if you get Cry Wolf (book 1) in e-book format, it includes the short story, or at least it did at one point in time, don't know if it still does or not.

Wild Magic is YA, but the heroine can speak with animals and runs off and is basically raised by/with wolves.
Christine Feehan—Dark SlayerThis is close, but may miss the mark. She travels with a wolf pack, but she’s not exactly a shifter. There are shifters in the books. She’s not quite a vampire, because that’s something different in the world of this book, but that’s the closest description. And, they are fairly steamy.
Pack Challenge has this vaguely. The h isn't aware that she's a werewolf (in this world you are born, not made) but the local wild wolf packs are always coming to her house and sitting with her and watching over her. She doesn't exactly go to live with them, but I haven't really seen that many books where that happens, so thought I'd toss this one in, since you haven't gotten too many other suggestions.
not exactly what you're looking for, but you may enjoy the trilogy. check out the Darkness Rising trilogy by Kelley Armstrong. It's set in the same world as her Darkest Powers series, but I don't think those books are as much up your alley. That being said, I still recommend both series.
What about Anne Bishop's The Others series that starts with Written in Red?Oh, except that the heroine is not a shifter but she ends up living with shifter wolves.
Nalini Singh---She does a Psy Changling series. Some of the books are about wolf shifters. Some are about cat shifters. Try 'Caressed by Ice', Branded by Fire, Kiss of Snow, Wolf Rain, Alpha Night. Those books in the series all include wolves romance.If you want more modern, try Kelley Armstrong's Bitten. Modern girl falls in love --not know he's a werewolf. Intense. Interesting. Not really funny. Lots of character development. Start of series.
Suzanne Wright's Feral Sins or Spiral of Need--both are a start of a series on Pack/Wolf romances.
Looking for more humor? Shelly Laurenston has a series of shape shifter romances. Some wolves. Some other creatures. Try the books 'Go Fetch', 'Pack Challenge', Big, Bad Beast, 'Wolf with a Bone', The Mane Event, The Mane Attraction, The Beast in Him....
Wants something a little darker but not too dark? Read Tales of the Sazi by C.T. Adams. Start with the 'Hunter's Moon' about an assassin turned into a wolf who falls for a human woman.
For shorter books--a bit less world building but still interesting and fun---T.S. Joyce...has multiple series on women going to live with wolves. She also has bears and cats--so read the description. I like her bear books more---but she does have a few wolf series. Hit or miss. They are cheap and a quick read. Usually entertaining.
