SOLVED. About a girl and undercover cop of some sort [s]

I can't remember when I read the book but I'm sure it's part of a series of the lives of individuals in a town. In the beginning it starts with an old man getting killed by two people, the two were sent to kill a guy but killed the wrong one. So basically they girl who's very poor and has an alcoholic mother meets an undercover cop at school (high school). She was one of the main suspects for the guys drug case. The guy and his partner thought the girl was a druggie but it turns out that she was just ill malnourished. So he takes an interest in the girl. The girl's neighbor who had been the one to supply the mom with alcohol was the drug dealer and was hiding the drugs inside the girls house. The mom ends up going to the hospital and refuses to get help, the undercover cop's friend is the doctor taking care of the mom's case. I can't remember the end but somewhere towards the end she moves in with the guy's partner's grandfather (father?) and the house is broken into. I hope that's enough of a description.
