It came out around Harry Potter time, and is similar in the way it portrays this other side of society. It's not imagined or dainty in any way.
The kid is a genius and is basically raised by this body guard (don't really remember his parents around at all.
He manages to trap one of the fairy's when she makes her (monthly?) trip to get an acorn(?) from a tree on the surface to renew her power. Think they generally grab a couple of nuts so they don't have to come out each time.
She (a main character) wakes in a cell and uses the metal bed to break thru the concrete so that she can plant(?) the acorn she still has so that her power will renew.
She is part of the fairy police force.
Over the series, the kid becomes very involved in the fairy's business/world.
There are other beigs, not just fairys
Am pretty sure some of it is the kid helping the fairy's dodge the government who it trying to find them
There are a few other characters that make the main group. A gnome or dwarf(?) who -as a speices - can dislocate the jaw so they can dig/eat tunnels... which of course requires the pants to be dropped so that the dirt can come out the other end.
There are bits where they come to the surface and where the kid goes into their world.
OH, and there's just a one liner about how funny they find the humans fascination with stone hedge as it's just the remnants of "names" old pizza drive thru.

serveral books in, the body guard gets killed in some of the shenanigans they all get up to. The kid is very attached to him, so puts him on ice (very short term, hours, not weeks etc) until he can convince/demand the fairy's to bring him back.
They manage to revive him, he is physically diminished which is hard for him after being such a fit able guard etc.
He also has some of the bullet proof vest now fused into him (bits that went in with the bullet) (hide spoiler)]
