SOLVED. Children's/YA Book about 2 sisters in a kingdom [s]

I read the book in my school's library back in either middle or early high school so between 2003 to 2008. I can't remember much about the actual plot, but it's set in a kingdom and there are two sisters. The younger (I think) sister is the main protagonist. The prince and the sisters grow up together, and then he falls in love with the older sister. The younger sister either gets banished or runs away for some reason to a village where she loves for a while. I don't remember a lot of the specific details, but there is a scene where they're all riding on horseback, and it's mentioned in this scene that the prince (I think) has red hair. The younger sister ends up having to return to the castle. There's also a bit about the village that the younger sister lives in having a dance or festival or something. Thank you!!

To rule out the obvious, is it The Two Princesses of Bamarre? It does sound very Gail Carson Levine...

I was checking on world cat before I posted and I ruled out that one unfortunately :/ It's really close, but it's just not the one I remember. Thanks though! You're right though, it sounds VERY Gail Carson Levine. I've read some of her other stuff.
