SOLVED. Asian teen female hacker novel set in Manila, published in late 90's [s]

The book was a novel marketed for YA readers, written by a half-Philipino half-Caucasian young male author in late 90's: he wrote this as his Ivy League MFA thesis and passed away not long after its publication.

The story was about a Phillipina American teen, who was temporarily sent to Phillipines and living with her grandmother. She was there because she was suspended from prep school she attended for her antisocial rebellion and was banished by her shamed parents.

The isolation in the foreign land and her rebellious nature, on top of her extremely high IQ, would nourish her skills as a computer hacker.
