SOLVED. Fantasy, snow land,exiled/trapped boy [s]

okay, this is a fantasy book and I'm pretty sure it's about a boy, possibly a prince, who has been exiled by a woman queen/ruler. The setting is snowy/winter and I think it has something to do with the queen's powers. The boy is exiled to a tower I think, and there is this older man who's job it is to take care of the boy. I think the boy might be a young teen and I think he has long ish hair. Someone may be trying to find/save him. I believe it is the first in a trilogy. I read this in 2005, I don't think it was too new. 'Tower' and/or 'snow/winter' might be in the title. It's a fairly large book. I also never finished it.
