SOLVED. 80s/90s tween novel about babysitter who is a witch [s]

I read this book a good ten+ years ago, but i know that it was from the 80s or 90s because it had one of those covers like the babysitters club (though i'm fairly certain that thats not what it was) with a border and a scene from the book on the cover.
Anyway the book itself was about some kids who had a babysitter who i think was a teenage girl and they suspected her of being a witch. i remember one part where she magicked a red dress for the eldest daughter. I think this was the scene that was on the cover but am not sure.

I have been looking for this for years now.
