Ok. I found this book "Any Other Name" by Emma Newman Any Other Namehttp://www.sfrevu.com/php/Review-id.p... which has fae, Arbiters and Accords.

All supernatural beings are bound by the Unseelie Accords which is separate from the Accord of Hospitality.
The hero signs the Accords between the fat court and himself but the Accord does not take on himself and is not bound by it. However he can assume the power of the Accords for arbitration.
In one book he acts as an Arbiter on the druid community based in UK.
In one book he acts as an Arbiter between the fae court and the Pentagon which is an entity under the Accords since the 1940’s.
In one book the hero becomes the arch druid.
In another book, the hero with his allies races to help the the fae court (summer and winter courts) maintain the truce between themselves when they are attacked by creatures from the shattered realm.
