I tried combining but I am getting error which says there should be at least 2 works to combine.
There are 2 editions that need to be combined with one another.

Yes, they are supposed to do that. Goodreads policy is to keep all published covers on the site, as users want to shelve the cover of the copy they have. Instead, we add an alternate-cover edition.

Since you have changed your book's cover twice, it has three editions on Goodreads.
