This group is based from City of Fear, and although there is many similarities there are many differences as well. The group is semi-advanced
premise;
A thousand years ago, a corrupted monarchy was overthrown by a council of ten. However, at the end of the revolution, the tenth member rebelled, and henceforward made the city run by a group known as the Council of Nine.
Less than a year later, this new council had erected walls around the land that would become the city. All traces of magic vanished.
Skip forward a millennium. The Council of Nine has become as corrupt as its predecessor, having no qualms about making examples of innocents and back-alley stabbings and torture and general oppression. As a millennium prior, a resistance has formed, a group headed by ten individuals, these as ruthless as those they are trying to destroy. They start fights in streets, burn skyscrapers, and torture for information.
All groups have spies in the heart of the others. No one can be trusted. And everywhere there is danger lurking.
some simple side-notes to keep in mind;
The Council of Nine controls all information not handled by the resistance + print books are not often used with people preferring online formats + characters legally become adults at age sixteen + magic is not forbbiden or illegal or disapproved of, and the concept is still existent, but its simply impossible at the moment + characters become a legal adult at 16
some simple & basic rules that you have to follow;
no sex scenes in the group + respect everyone + complete sentences with proper grammar + minimum roleplay length is 3 completed sentences + don't intrude other roleplays without prior permission + have a roleplay partner before roleplay + characters may only be roleplayed in once location at one time + no god modding + characters must be approved before roleplaying with them + when leaving a roleplay thread, make sure to type 'end' at last to notify you won't be roleplaying there anymore; when switching to another location make sure to note in bold where you're coming from/your previous location + no magic whatsoever + have fun, respect other members and mods <3

Is there any specific age for characters to become council members?
Above sixteen because that is when characters come of age. Usually they are around twenty, maybe a little younger, but there are exceptions in both directions.
does the City of Broken Souls have a official name?
Probably not. The people don't have any contact with the outside world. They're born in the city, live in the city, and die in the city. They'd generally talk about the three sections of the city -- the Heart of the City, the Middle City Slums, and the Outskirts -- as where they're from instead of the city as a whole. If they want to talk about the city, they'd probably just say "the city."
This city has an orphanage concept?
Yes, but no real system. Kids can be taken in by friends without any legal stuff. More than anything, the orphanage is basically a way to enamor a bunch of potential-reistance kids with the city council. Orphans with nowhere else to go and homeless children often end up there, sometimes taken by police, sometimes civilians, etc, usually from the Middle City Slums because that's where there's the most resistance, but occasionally from the Heart of the City or Outskirts.
Clarifying the school thing: it still goes by certain age groups? Is it possible for someone to be done before turning 16 having finished the required amount of testing etc?
It just does it by age. You have to be in school from ages 8-16. However, you can do more advanced curriculum, like you could theoretically be doing curriculum more advanced than what most sixteen-year-olds do while at age ten.
I want to know the extent of the technology the city has. Like as advanced as our current tech or a bit further?
I think it depends on where you are. The city council has the most advance, which is a bit more advanced than what we have, especially regarding torture and medical technologies. The Heart of the City also is a tad more advanced than we, thought not by nearly as much. The Middle City Slums is a couple decades behind, and the Outskirts probably a century back.
Since they'd been cut off from the rest of the world for thousands or years, is there only certain types of pets people are allowed to have?
They'd probably have all of the usual ones, but nothing strange like skunks or squirrels. I think skinks maybe, since they can be pretty common, but no like iguanas or komodo dragons. And definitely no wolves. Minus the fish, plus maybe like ferrets, mice, and rats. Maybe like foxes too. Not even goldfish. Maybe like trout or catfish. And maybe some crabs. I think wolves are less likely to live than foxes for some reason. Maybe because we have neighborhood foxes but not neighborhood wolves.
There would be street racing in the city?
There would be.
With this 'Pass' thing the kids in the orphanage have to go through, I was curious what it entailed.
Basically it's a physical test (to see how fit they are and how able to do things they would be), mental test (to see how mentally capable they are), and reactions test (they are given scenarios and told to say how they would respond).
what occurs if they fail, say, the mental and reaction test?
Then they'd probably not get accepted or be made like janitor or something along the lines of that.
Once characters turn 16 are they kicked out or allowed to live there until their birthday comes around or they're situated into a job?
They'd get kicked out as soon as they're done with school.
So depending on their birthday? What is the school yearly schedule like then?
Instead of having years, they have quarters, so all kids born in a certain quarter start school at the same time and leave it at the same time. So a new group starts the first curriculum each quarter and a new group ends at the first quarter. This allows them to kick people out closer to their birthdays and for kids to start closer to their birthdays. It's not exactly meant to be efficient. It's not like the city council, who controls the orphanage, is exactly the nicest group in existence. I think the other schools likely work more regularly.
What type of punishments occur and how brutal would characters be for level of incident causing it?
It is not at all consistent; there are lots of factors for that:
do the police feel like going after the person in the first place + what kind of mood is the city council in/who is deciding the punishment + what is going on and if they really need to make an example + The person's loyalties (they do know the identities of a lot of resistance members) + who is performing the actual punishment;
As for types: flaying, hanging, shooting, boiling, the wheel, drawing and quartering, electric chair, etc. Basically, any cruel punishment, some council member will make sure it happens at some point. And as for severity of the crime, it all depends on the mood. Sometimes a person could get tortured for jay-walking if a police officer bothers to arrest them and the council/council member is in a particularly foul mood. If the person is too important to do this to, they make it start seeming as if the person is insane and then vanish them to the insane asylum.
I have a question about transportation; is any type of teleportation invented in this city or is it traditional ones still?
No teleportation. Still traditional travel
Is there any sort of magic left? Even in secret?
No, magic is literally out of existence within the city due to the wall, which blocks it equally everywhere. However, if the wall falls, magic will return, and I think (if you all like the idea) that the wall will fall at the end of the war.
So is there any concept of any myths of nations like Germany, Italy even if they're just stories?
There are probably myths of real places as they were when the city's barriers came up.
How advanced is gaming in this city?
Probably around where it is for us. Different games though
Do we need to completely disregard the outside world since the city has been shut off from it for so long? Is there no communication at all between outside and inside?
no, there's no contact at all with the outside world. i don't even think most of them are sure there is one.
Also, magic was mentioned as something purged from the city and is not in the rp at all. Was there any reason it existed, then since it won't be used? Or is it going to loop back into the big plot?
the element of magic was stopped because it wasn't something the council members really approved of. it was probably mentioned to make sure no one asked about magic.
Cops, do they work for the council? Or are they sort of corrupt and do what they want as long as the council isn't angered by it?
Yeah, they do technically work for the city council and do obey when the city council gives them a direct command. However, when the city council isn't giving them a direct command, they're basically free to "enforce the law" as they see fit.
Speak of big plot, are there any big plots points planned that would be helpful to know of?
The city is going to fall into a total war between the city council and resistance. At some point during the war, the city council is going to split into multiple groups. The city council and resistance are basically going to destroy each other. And the wall will fall at some point shortly after the war and at once open up a new world and release magic back to everyone still alive.
Doctors and scientist, both professions that are still in need of characters possibly?
Both would be great!
Is there a certain style of music that's prominent?
People probably still have their own tastes, so I can see there being a similar variety to real life.
Is being on the council something passed down through families?
A lot of people on the city council do have nepotism factored into their presence, but being from a city council is not a requirement for being on the city council. Nepotism is not a factor in the resistance council really at all.
Are we able to use anime people or just real people?
Anime drawings for people are acceptable, but face claiming them is appreciated.
I think that for now you should probably stick to the more human form as a result of the fall of magic, but later maybe include the other forms.
