I read it about a year / year and a half ago but don't think it was a new release at the time (could be mistaken).

There is a waitress that has completed a self portrait and it hangs in the coffee shop window.

A very wealthy man with some sort of facial disfigurement and scares (maybe burns) buys the picture or is drawn to the picture and begins to follow the waitress home each night. He has a dog.

There is a love scene in a park.

I am completely at a loss for the title or the author and was hoping someone would be able to give me a clue in the right direction.
