Its a fantasy novel set in an alternate universe(midieval times i believe). I read is around 2012-13 and seemed to be relatively new and part of a series.There are four children, one is a male thief whos special power is with plants. He is introduced in a cell giving some moss part of his water ration. The second child is a girl whos special power is over metal and seemed to be adrift at sea for a long time.The third is a young noble girl whos special power has something to do with thread and was kept in a dark room hiding from angry villagers. Cant remember the last one, but i believe it had something to do with weather. They are all brought together by a rich man and live with him while learning to controll their powers. They find some puppy and take it in then weave their magic together

Could it be the Circle of Magic by Tamora Pierce? The two sound similar. The nobleman could be Niklaren.

Definitely; there's also a set of sequels, entitled 'The Circle Opens'
The beginning of the summary made me feel like I had just read the back of "Sandra's book" from tamoria pierce's circle of magic.
