Either City of Ashes or The Iron Traitor because either of those would be continuing a series, whereas the other two would be starting a new series. If you've read the first Iron Fey series, I'd recommend The Iron Traitor as that series seems to be (more or less) a continuation of the first. (I haven't read any of the Iron Fey books. Yet.)

Of all of those, I've only read Hex Hall. But it was fabulous. All three books were good. But the ending of the first might surprise you (and make you want to read the next book right away).
While I haven't read the Gallagher Girls series by Ally Carter, I adored Heist Society. (I'm behind on that series. :( Hope the library has them.)
