So my friend wants to find this book he read in 5th grade (so the book was published before 2005). It was young adult fiction. The details he provided me are as follows:

1) It has a female main character, she's in her late teens, early twenties, and there's something supernatural about her.
2) Every time the supernatural part of her comes out, it's like the surrounding area freezes over.
3) I think it's a book about getting revenge on people, but I can't remember it. There is so much imagery about the intense cold
4) There was a scene where she was in a pick up truck and the really cold thing happened to her
5) Cover was dark blue, possibly with a pale face and some ice around the edges.

If anyone can help me figure this out, that'll be great!
