Seanan McGuire's short stories have a similar problem. Never Shines the Sun has never been published on its own--it's in the back of ONLY the print edition of Chimes at Midnight.
We usually merge such shorts into the larger volumes of which they are a part. (Unless they actually were individually published as ebooks or audiobooks, etc., of course.)
Per the response I got, some of these are released somewhere in Kindle format. I'll do some digging and see if I can't find them.
There are a lot of short stories merged into anthologies lately, which are individually published. Examples below:Little Wren and the Big Forest, by Michael J. I and many others have read just these stories and rated as such. Now there is the entire magazine instead of just the story. Is this merging normal?

If a book is not freely available to purchase and/or requires a subscription to a mailing list or log-in then that is not considered published by Goodreads standards. "The Labours of Hercules" was the anthology and contained "The Augean Stables". I don't think it was published on its own, except for the Amazon.com listing of the story in a magazine (both in the 1940's). And they are considered two different editions of the same book.

As well as, slightly different facts: Problem at Pollensa Bay is both an anthology and a short story (published on Kindle separately). Both considered the same edition.https://www.goodreads.com/book/show/7...

It was me :) Although I think there are still some editions combined that shouldn't be; some have 3 short stories, and some look like they have 7 (or more?). I separated what was apparent as one story, and may go back to the others when I have a little time for a project. Thanks, Elizabeth!
Publication as part of a magazine is not separate publication of a short. Some authors also (or occasionally, instead) publish their shorts separately from the magazine publication.
Most do not. In which case, if they are listed separately on Goodreads, they will be merged into the most appropriate merge target (such as an anthology) available.

Specifically, it looks like one user added every story from Neil Gaiman's Smoke and Mirrors. Now, a few of these stories were okay, because many of them have been published as standalones in other ways (comics, ebooks, audiobooks, etc.) But I'm guessing the following need to be deleted:
