I read a book sometime from 2004-2007 (I recall it being a new release at the time) Children's, maaaybe YA? Probably a children's book.
The main character was a young girl named Little Fear, and she lives in a totalitarian society. At one point, this crowd of people start chanting, Little Fear! Little Fear!
She has one blue eye and one brown eye.
The director always wears tinted lenses.

I'm not sure if I dreamed this book or if it was seriously something I read!
It's been at the back of my mind for years, and I'd love to get some help. I guess it wasn't a bestseller or anything, because it's not popping up on Google.
