YA - A boy goes on a quest for forest fairies with his little sister, fast-travel system of wind tubes in forest [s]

I read this book in 2010, pretty sure it was published in the mid to late 2000's. It was hardcover, and had a green fairy face on it if I recall correctly. I don't remember any character names unfortunately. I'm pretty sure it was book one of a series, which is why I'm trying to find the name/author.

There was a boy who went hunting with his dad one day in the forest near their house. He found a tiny shoe and brought it back home. The fairies came to his house and only the boy and his little sister could see them I think? The fairies had some sort of potion or something they drank that made them invisible to most humans.

Later on I remember the boy and his sister going on some sort of quest for the fairies. There was a "fast-travel" system in the forest of wind tubes. I remember a fairy king and queen, and a royal wedding, the shoe that the boy found was to be worn by the bride.

I think there was a girl in the river by the boy's house that had been frozen in time by the fairies? A war/battle occurred at some point.

Certain fairies were able to transform into other creatures, I think with a spell.
