SOLVED. Children's Book w/ Blind main character who owns a beagle [s]

This is a short children's chapter book.
The girl is blind and uses a white cane. She owns an aging beagle.
The story follows the girl through several adventures including:
-Getting a job at a bike store with a blind owner
-Having a Birthday sleepover but ending up having to bring her beagle to the vet when he starts limping
-Meeting a new neighbour and teaching him about what it's like to be blind
-Having a teacher at school who doesn't understand blindness
-writing letters to her grandma

The problems in the book are that her beagle needs vet care and their family can't afford it. She must find ways to raise money to save her beagle.

It's a good example of a positive portrayal of a character who happens to be blind. If you're after the 1995 paperback from Scholastic it is ISBN 059045708X.
