Not for the whole series, but for more than half of Liveship Traders, I wanted to strangle Malta.

Agreed, but Robin Hobb is a lot like GRRM in that her characters evolve a LOT ;)

Catelyn was also responsible for her husband's betrayal by Littlefinger. I'm trying to think of one good decision that Catelyn Stark made. I know I should feel some sympathy for her, but I can't. Whereas Joffrey, how is it possible to hate that turd "beyond common sense"?
Common sense says he should be hated beyond the fires of your heart to burn.

Julia from the magician king, she acted like she was better than everyone and I felt like she was undeservedly a bitch to Quentin. sure she had fucked up stuff happen to her, but he didn't know about it and it wasn't his fault.
I also agree with hating Catlyn. I didn't like how she was such a bitch to Jon Snow, it's not his fault he's a bastard no one asked her to be a mother to him but she didn't have to treat him like dirt

I don't like her storyline at all. She comes off as an entitled brat to me most of the time.

Obnoxious, to be sure, but not a patch on the undying flame of hatred I bear for his not-girlfriend.
I'll third Malta from the Liveship Traders, with the caveat that Hobb brilliantly redeems the character. Joffrey is a wretch, but the only character I've really despised in SoIaF is, happily, Catelyn Stark.
Who was the terrible Defense Against the Dark Arts instructor in HP, the marshmallow who oozed around condescendingly, psychologically abusing kids....googling it...Dolores Umbridge. Yeah, I'd give Joffrey a piggy-back ride to the circus for the chance to step on her insoles.
Of course any time an author can evoke this kind of visceral reaction, that's a testament to their skills.

I have to agree with those who mentioned Malta from the Liveship Traders series. I loathed her at the beginning, and by the end she was one of my favourite characters (which is why I love Robin Hobb!)
