SOLVED. Twin girls separated as babies possibly pre 1991 middle school or ya [s]

I had this when i was a teenager twin girls were separated when the one baby and parents are in a car wreck the parents die and the first officer on the scene kidnaps the baby and gives her to his brother to adopt.
I cant remember why the other twin wasn't with them. the one girl finds out she is a twin when the dentist says she has a problem that usually occurs only in twins but is told her twin died in the car wreck with their bio parents
both girls had a habit of saying aboso-tively poso-lutely. They had moved to the same town but kept missing each other. I think it may have been part of a series.
