In between his rise to power and his disappearance after the Potter's death, Voldemort and his death eaters killed muggle and wizard alike. These are just the ones I could think of off the top of my head.

The deaths were supposed to be significant, like Lily and James. I think Hepsibah was probably the first, because that was the first one that happened after he got out of school. Every death that was related to what became a horcrux item was a death that created that particular horcrux.
