SOLVED. 1960s YA sci fi about a future when everyone lives underground [s]

A teacher read this aloud to my class in 1982, and I'm sure it was old at the time, probably from the 60s. Because of some (probably nuclear) calamity that happens ages ago, everybody lives in a futuristic city underground. Everyone in this society is bald. A teen age boy discovers a passageway to the surface, and looking out, sees rain for the first time. (view spoiler)[Eventually, he learns that there are people who survived the calamity who live above ground. At the end of the book everyone starts a new life on the surface and gets hair implants! There's also a subplot involving a renegade underground group (bearded, not bald) who are stealing the underground city's power. (hide spoiler)] Thanks in advance for any help.
