They could have been Little Golden Books, and there's a website for nostalgic fans that lists all of them.

The Hartwarp Light Railway by John Pudney? According to "Growing Point", 1968 it's "first of a series of zany tales about Olly Took and his brother Gaffer, who live at either end of the narrow gauge line to Grunty Quarry. My dad is 53 and he read them when he was around the age of 5 to 8, but he can't remember if they were just published or older when he read them.
He also remembers that the character had something to do with trains. Either the engineer, or the driver, or the man who kept the fire going.
