SOLVED. a land where everyone has magic talents and music is dangerous [s]

This book is set in a dystopia where everyone has a magic talent that they get by the time they are like 16. In this land music is powerful and dangerous so no one is allowed to sing or make any music at all. The main character is a girl who is has just turned 16 and still can not find her talent. If she wants to be sealed to her age group she needs to find her talent very quickly. The girl's parents are friends with the dictator so try and get her to be sealed with the year younger than her so she can have her talent appear instead of having to be a second class citizen.

I read it last year but it was from a library so it could be from long before that

Hardback or paperback? Library books get weeded fairly quickly (especially if it's a library in a large/major town instead of a small-town), and especially so if it's paperback (fewer reads/more likely to be damaged each time it's taken out) than if it's a hardback.

Did it look like an old book (yellowed?), what type of cover graphics (modern style?).

It was a paperback in my high school library. It was probably published sometime from the 90's to 2010
