SOLVED. post-apocalyptic novel published around 2013 about a girl with a power and a dot on her wrist [s]

So this is a young adult novel published around the time The 5th Wave was because i remember reading it right after. Anyway the novel starts in the point of view of this girl whose parents are dead i think and she lives with this women or man that have been taking care of her ever since the world turned post apocalyptic (radiation of some sort) i think there's either a brother or a guy best friend in the beginning and i think it was her birthday and they were giving her something (electricity??) and some stuff happens (someone dies/attacked by government officers?) i don't remember but she ends up meeting this guy who also has a dot on his wrist and he is the son of this women who is like the president of some sort and she gets taken to their home/compound and they meet this other girl who also has a dot on her wrist (i believe they were different colors) and later on they meet another guy who also had a dot on his wrist and the government officials are after like this book that i think was given to the main girl character on her birthday by her caregiver and inside the book it like explains how they have like special powers caused by the radiation (all throughout the novel like at beginning of a chapter they would show like government documents or wanted posters talking about like searching for the people or giving information about what the people/power does) and i think they end up escaping from the compound and like there is a love interest between the main girl and the president's son also the main girl's power is like healing or something of that sort and like near the end of the novel the four use their powers to like blow up a power plant or something, I think that is all i can remember. Any suggestions are greatly appreciated, this has been tormenting me for a while now. Thank you!
