There's three main characters in this novel. The first person perspective switches between the three of them throughout the book.

1. Private detective that used to work undercover in drug dealing/trafficking for big city. During the novel he is working a case for a woman in the town who thinks her husband is cheating.

2. Local sheriff, grew up in town, friends with the PI since he moved to town. I remember he frequently has to pull his father over for speeding.

3. The third character is female and she is introduced by getting pulled over by the sheriff. She knows the PI from the past ( I think they were cops together) She had been working in Washington where she was looking for a mole in the government. She is on her way to meet the PI to possibly stay in town for a while.

They are working on coming up with ideas to save the town (it's an old small town that's struggling) and they start making homemade soda but they have to keep it a secret until they perfect it I think. This really reminds me of books written by B. J. Daniels. But I can't be more specific than that!

That's actually really helpful, I found another book I've read before in a list of her books. I don't remember this particular novel being centered around romance though. I do remember the sheriff was interested in her but he thought because the PI knew her first he didn't want to overstep.

Ok, this doesn't meet a lot of your criteria but it's a female retired FBI agent, a sheriff & a PI. They're investigating 3 suspicious deaths. I'm pretty sure one of the main character's father or grandfather is involved somehow. A very minor love triangle romance. The book takes an interesting look at the drug industry.

Yay! I found one!! :D All I remember about that book is it had something to do with chocolate & I was disappointed in the romance. And I was very confused for most of the book. lol
