This is a children's book retelling of an African fairy tale. The cat character is jealous of another animal, maybe the rat? And so the cat steals the [rat's] drum and eats it. The drum get's stuck in the cat's throat, and that's why he purrs. I think I read it to my kids in the late 80's.
