Sounds like something that might happen in Piers Anthony's Xanth series, but I don't remember this specific situation.
A character did change into a cabbage, but not everyone changed into animals and you didn't mention any dragons.

Thanks guys, but none of those books are the one that I'm looking for. Also I recently remembered two things about the book:
1: There was a character named Rosie/Rose/Rosemary
2. At some point in the story the main characters were captured in the webs of enormous spiders (similar to the spidrens from Tamora Pierce's novels.)
What age would the book have been aimed at -- 8-10, 13-15, 18-20? Any recollection of the cover, or how long the book was? How old were the main characters, roughly?
I'd say it was aimed at 8-13 year olds and was 200-350 pages long? Can't really remember that well. Not too sure on the ages of the characters but I'd guess between 10-16.
