Kỳ-Nam I can only imagine that the author meant "Decrease" homelessness... otherwise this is a pretty dubious goal!

Meen He's being sarcastic. He tries to make the point that if we know that there's a problem and we do nothing about it, then we must not really want to do anything about it. Maybe we WANT there to be homelessness.
