Half correct, it was the Tyrells, specifically the Queen of Thorns. Far as I know, Littlefinger was marginally aware of things, but not involved.

i suppose that is true to a certain extent, but i meant originally, as a child. in which case it was his uncle gerion lannister, the youngest brother of tywin lannister and apparently tyrion and jaime's favorite uncle.

I've also heard that theory, but that he might be Rhaegar's and Lyanna's bastard, hence making Ned his uncle. The reason for the secrecy being that his life would be in danger if ever it were known that Rhaegar had any living offspring left. However, that would not explain why he let his wife think he represented a betrayal on Ned's part. Surely, he'd let his wife of all people in on the secret, if only to spare her pain and make sure she treated John with a little acceptance.

1. he is an honorable man. if his sister told him to keep a secret for her with her dying breath then that i would fully expect ned stark to honor that, even at the expense of his own reputation.
2. he is a loyal man. his devotion to his family is perhaps the only thing that outweighs his code of honor. remember that he chose to fight against the king of the realm because of crimes he committed against his father and brother, and the kidnapping of his sister.
3. he protects the innocent. he condemns robert for attempting to assassinate danaerys and warns cersei of his plans to expose her so that she would be able to save her children.
4. catelyn is a stanger to him at the time of this promise. he loved ashara dayne and was suddenly thrust into a lordship and a marriage to this girl he'd hardly met. it's not surprising to think that he would chose to honor his sister's wish even if it meant that he would shame his new wife. she is southern afterall and a stanger to his family's culture and custom. also, it was fairly common for bastard children to be spurned in this way. a loving embrace from cat would seem unnatural and could rouse suspicion.
5. he is learned. i'm certain he knows of the history of the kingdom and the death and civil chaos that targaryen bastards have in the past caused the realm. not to mention the recent events of rhaegar's murdered children and robert's apparent tolerance of such a vile act. it makes all the more sense to keep jon secret, from everyone.
