I couldn't put my finger on it until your mention of "Le Guin" captured exactly what's missing here.

Right? In many ways Asimov is emblematic of what some critics think all SF must be: big ideas without interesting characters. And a lot (not all) of the white male authors who rose to prominence in the field wrote that way. But SF is and must always be grounded in humanity of the individual, and the authors who explore that end up telling better stories overall.
