Mo Willem's has a beginning read series that is really good for just beginning readers. It is similar to the Dick and Jane books only more fun!
Also there is a very popular book series called Bob Books by Bobby Lynn Maslen that help kids learn to comprehend what they read. It has questions at the end of each story.
