It does, however, seem to have some fantastical elements. Right now I'm guessing it's mostly realism with a dash of the fantastical thrown in, though I could be proven wrong. It also seems like it will be awesome. I'll let you know for sure when I've finished.

EDIT after finishing the book
It is not in the Graceling Realm. It is a little hard to categorize into a genre, but it isn't standard fantasy. I'd call it Surrealist Fition, if that was a term anyone used. Or maybe it's Speculative Fiction.

I still recommend you read it though, Jane has a lot of great qualities in common with Katsa. (less)
