Short answer: no he can't, he is biological male and can therefore not carry children.
[I wonder how so many overlook this, it's all explained in book 1] It is made clear that there is no medical or magical transitioning, no male pregnancies or other such things. However, in the Harken Empire one can choose their own gender identity (be it male, female or fluid), in most parts there is no sexism and no one is pressured into a heterosexual relationship, there are also cultures and regions where polyamory is practised.
Allen and Sarrica are biological male and can't produce offspring without a dame (a surrogate woman carrying children for them, though the impregnation has to happen the old-fashioned way).

Example: Allens mother and father are both biological male, which is why they used a dame to conceive Allen, the dame is his legal aunt (sister of his father) and biological mother, while Allens legal mother is the biological father, she is transgender.(less)
