Age range is mainly 10-13 but can be 8-15 as well, depending on the child. However, I as an adult, really enjoyed the series, though I do find its not one of Sanderson's best IMO.
It is not like Steelheart at all. Steelheart is YA, not juvenile and quite a bit darker and more adult than Alcatraz. I mean David is 18 at the start of Steelheart, where Alcatraz is only 13 at the start of the Evil Librarians (first book).
I would say that Alcatraz is more along the lines of the first 4 Harry Potter books, while Steelheart is not.

The Alcatraz series is middle-grade, so mainly for the 10-13 age group. It's not really anything like Steelheart but people older than the intended audience can definitely enjoy this series.
