Keenan Budd Hoid does appear in every book from the Cosmere, most significantly in the Stormlight Archive. I doubt he is referring to Roshar in this case, more likely Scadrial in my opinion.

Hoid will star in Dragonsteel, but we likely won't get that book for 10+ years.(less)
