Aside from the usual, read, write, repeat, I think you have to truly believe that it's going to happen for you. You need to learn from every rejection and setback and keep forging ahead. If you need to hire an outside editor, or need to find a critique partner--do it. Do whatever it takes and never, ever stop believing in yourself.
