Is any successfully transitioned female vampire obligated/destined to become a hive queen? Or, if she has enough strength of character (or strength of soul, as it were) could she become a rove of sorts? It is mentioned that male vampires have some sort of dependency on the hive queen, but is the hive queen only bound by her short tether? What is it that makes a hive queen's tether so short?

Gail Carriger Yes. Any successfully transformed female vampire becomes a hive queen. Charisma and leadership qualities are part of her ability to survive metamorphoses. It's one of the reasons Victorians have a hard time with women surviving bite, they pretty much beat out leadership in their girl children. A hive queen is always tethered short, unless she swarms or is newly made. Why is is to short? Because it is. Like the queen bee being unable to leave her hive, it's a fact of supernatural existence.
