He is described as subhuman, part human, etc.

The title plays with that - a war because of Caliban's existence, I'd say.
Penn Hackney Although not specifically named in the book so far as I recall, the use of the protomolecule to make monster fighters was called The Caliban Project for the reasons described above relating to Shakespeare’s character in The Tempest. The protagonists needed to discern what those monsters were, find their source, and neutralize them, before they could be launched into a real war for conquest or domination by the party that bought them.
