Something that helped me get started on ZODIAC was writing a "galaxy guidebook" where I charted out all the details of each world. The better you brainstorm your universe, the better you'll understand it, and that kind of confidence will usually shine through the writing.
When designing characters, I find it helpful to remember that these people didn't grow up in my world. They are biological products of a different planet, and so they are shaped by a different past, society, culture, governance, and so on. If your sense of foundation--setting, worldbuilding, history--is strong, it will hopefully birth powerful and unique characters.
