Nalini Singh No, angels can only have children with other angels.
Updating this answer because I realized there is a possible exception. I was focused on angels, humans, and vampires when I originally anwered this Q, but there is at least one other being out there (trying not to be spoilery). Whether or not that being can have a child with an angel is unknown, as it states in the book. So we'll all have to wait and see.
