Before Silence, were all powerful Tks - especially cardinals - in militant-type positions? By and large, that seems to be how the Council used them during Silence. Thanks, Aja :)

No, they had a number of varied positions. The novella "Echo of Silence" in the new Psy-Changeling anthology (WILD EMBRACE) will give you a glimpse of what Tks might've done pre-Silence, since Stefan is a little unusual in his position/profession, as well as what he does outside it.
Just fyi: all the stories in Wild Embrace are brand new. I did have a few questions whether any were reprints. Nope. None of these four stories have ever been previously published.
