I always felt that Echo and Noah's story wasn't fully done at the end of Pushing the Limits. They do reach a very important milestone in their lives at the end of PTL--the realization that even with all their hurts and problems that there is hope--Echo and Noah still have a lot to work through in their lives.
Breaking the Rules is the story where Echo and Noah finally work through the things that have hurt them and they find true happiness.
