Who came up with the terrible idea of querying? Distilling a 300 page book into a one page audition seems ludicrous and cruel. Any tips?

There's no great trick to it. Practice writing them and get others to read them.
If you want maximum value: read the book descriptions of countless book jackets, figure out why they work, and emulate the style.
