It depends on what you mean by writer's block. For me, that means that I'm still formulating an idea for a story, novella, etc. I'm fleshing it out in my mind, letting my excitement take root. When I have that and the idea, story, characters, etc., take hold, and then I start to write. So, unless I have that, I don't write.
